What happened to my split screen "menu"?

I don't know when this happened, but when I go on spilt screen, it doesn't give the the options that appears in the middle of the screen to resize one screen, switch screens, or whatever I had the options to do. I even tried tapping around the area, but it's like the menu just completely disappeared.
